In Northern Ireland The Regulation, Quality and Inspection Authority (RQIA) has implemented a new and rigorous Registration and Inspection process for care homes .  
 
Inspections will:
  • assess the performance of individual providers
  • focus on outcomes for service users
  • provide clearer information to the public about the quality of services
  • reinforce providers' responsibility for quality through self-assessment approaches
  • target inspection resources on poor quality services where improvement is most needed. 
Regulators will become drivers of quality rather than just compliance.


For the next 12 months, all RQIA announced inspections will concentrate on (but not exclusively) the following standards.

Nursing care: “Standard 5: Patients receive safe, effective nursing care based on an holistic assessment of their care needs that commences prior to admission to the home and continues following admission. Nursing care is planned and agreed with the patient, is accurately recorded and outcomes of care are regularly reviewed”.

Completion of case records: “Standard 6: Patients’ case records are accurate and up to date”.

Recruitment of staff:Standard 24: Staff are recruited and employed in accordance with relevant statutory employment legislation and mandatory requirements”.

Staffing: “Standard 30: The number and ratio of nurses and care assistants on duty at all times meet the care needs of patients”.

Each care home must provide documented evidence that best practice is implemented on a consistent, timely and effective basis.
